The Myth That Continuous Testing Is “Too Expensive”
In Part 1 of this series, we talked about the most common reason organizations slow down security testing: it’s not that they don’t believe in testing, it’s that they’re worried they’ll uncover more issues than they can realistically fix.
This time, we’re tackling the next most common explanation, and it usually sounds completely reasonable when you first hear it: “We’d like to test more often, but we don’t have the budget.”
On the surface, that’s a fair statement. Security budgets are finite, priorities shift, and leadership wants clear value for every dollar. But when you dig into how testing is bought, funded, and explained internally, “budget” often turns out to be less about the actual cost and more about the way testing is perceived.
The perception problem: testing gets treated like a cost, not a control
In a lot of organizations, penetration testing and vulnerability assessments still get lumped into a category that feels optional, even when everyone agrees they’re important. Testing is often viewed as a periodic expense, a compliance-driven checkbox, or something you do when you have time and leftover budget. And when it’s framed that way, it ends up being funded the same way, with a single annual allocation that gets spent in a large chunk.
That annual, big-ticket model creates a predictable pattern. You do one large test, get a report, fix what you can, and then move on. Follow-up testing is limited, retesting after remediation can be inconsistent, and months go by where changes happen but nobody validates whether those changes introduced new risk. Ironically, the model that feels “cheaper” in the moment often becomes more expensive over time, because gaps get longer, context gets lost, and problems that could have been caught early show up later in much more disruptive ways.
The deeper reality: most budget models for testing are outdated
A big reason this keeps happening is that security testing is frequently funded like a one-off project instead of an operational control. When you pay for a full-scope engagement once a year, the value is delivered all at once, the invoice arrives all at once, and the business reaction is almost always the same: “Do we really need to spend this much again next year?”
Compare that to how organizations think about other security controls. Endpoint protection, email security, monitoring, backup, identity tooling, these are widely accepted as recurring operational costs. Most leadership teams don’t expect those services to be purchased once and then ignored for 12 months. They’re treated as ongoing because they’re part of how the business runs.
Testing often doesn’t get that same framing, even though it plays a different but equally important role. It’s one of the clearest ways to validate whether those ongoing controls are actually working in your environment, against your assets, with your real-world configurations and changes. When testing is treated like a “project,” it ends up competing with every other project. When it’s treated like a “control,” it becomes part of the operating rhythm.
The uncomfortable truth: “budget” is sometimes a proxy for risk avoidance
Here’s the part that doesn’t come up as often in meetings, but shows up in how decisions get made.
Sometimes, organizations don’t limit testing because they can’t afford it. They limit testing because frequent testing makes risk visible in a way leadership isn’t prepared to fund, explain, or operationalize. More testing tends to mean more findings, more pressure to remediate, more conversations about ownership and staffing, and more moments where security has to ask the business to make tradeoffs.
In that context, “we don’t have the budget” can become a safe, socially acceptable way to say, “we’re not ready for what we’ll uncover.” And to be clear, that’s not usually driven by bad intent. It’s driven by the fact that visibility creates responsibility, and responsibility requires decisions. Avoiding the testing conversation avoids the bigger organizational conversation.
If any of this feels familiar, it’s worth pausing on one idea: your risk doesn’t go up because you test more. Your awareness goes up. The risk was already there.
Reframing the conversation: testing as risk reduction, not spend
The organizations that improve cadence without constantly fighting for budget tend to shift the question entirely. Instead of leading with “how much does testing cost,” they lead with something more practical: “what risk does testing reduce, and what do we avoid when we catch issues earlier?”
That reframing changes the tone of the entire budget discussion. It stops being about a single invoice and starts being about outcomes: fewer exploitable issues sitting unaddressed for months, fewer surprises introduced by routine changes, and fewer last-minute scrambles when a customer, auditor, or executive asks for proof that security controls are effective.
When leadership can connect testing to reduced exposure and better predictability, it becomes easier to justify more frequent, right-sized validation. You’re no longer trying to “sell” testing. You’re showing how the business can reduce uncertainty.
Practical ways to increase cadence without blowing up the budget
Once you stop treating testing as a once-a-year event, you have more options than most teams realize. You don’t need to jump straight from “annual” to “constant.” You can move in manageable steps that fit how the business actually operates.
One shift that works well is moving from one-time engagements to subscription-style models. Instead of a single large test, you spread the investment across the year in smaller, predictable increments. This can look like PTaaS, quarterly allowances, or retest-on-demand approaches. The point is not the packaging, it’s the predictability. Predictable spend is easier to budget, and predictable testing creates faster feedback loops for remediation.
Another approach is introducing micro-tests instead of treating every engagement like it needs to be full-scope. Not every test has to cover everything. A targeted test focused on a high-value application before release, a short external test of your internet-facing footprint, or a focused validation after a major change can be dramatically more affordable, and often more useful, than a huge annual engagement that tries to capture the entire environment in one snapshot. Micro-tests also help teams build a habit of validation that aligns with change cycles, not with the calendar.
A third way to break through budget resistance is to stop debating in theory and prove value with a controlled pilot. A 60–90 day pilot that focuses on a small set of high-value assets gives you real outcomes to bring back to leadership. When you can show concrete improvements, faster remediation timelines, fewer repeat issues, and clearer ownership, the budget conversation becomes much less abstract. It shifts from “do we need this” to “how do we keep this going without losing momentum?”
None of these require a perfect environment or a massive overhaul. They require a shift in how testing is positioned and how success is measured. And that’s where a lot of security programs find their footing, because once leadership sees testing reduce uncertainty and improve resilience, cadence becomes easier to defend.
The key insight
Most organizations aren’t under-testing because they lack money. They’re under-testing because testing is framed as episodic, value is delivered in one big lump, and the budgeting model doesn’t match the way modern environments change.
When testing becomes predictable, right-sized, and clearly tied to risk reduction, it stops being viewed as “too expensive” and starts being viewed as too valuable to delay.
